MEXICO CITY, Sept 15 (Reuters) - The devastating aftermath of Hurricane Katrina has stirred up memories of the earthquake that reduced parts of Mexico City to rubble 20 years ago, but the capital has armed itself for the next time disaster hits.
The Sept. 19, 1985 earthquake, measuring a giddy 8.1 on the Richter scale, caught Mexico off guard, killing thousands as it toppled housing blocks and office buildings in a city built on the soft mud left by a dried-up pre-Hispanic lake.
"It was pure panic. People were running about, getting hit by cars. There were gas leaks, water leaks. No one knew what was going on. We were terrified," recalled Jose Meza, who pulled victims free from rubble in Mexico City's historic center as rescue teams failed to show up.
Like the much-criticized response to the hurricane that left New Orleans swamped by foul floodwater, the worst part of Mexico's earthquake was the authorities' failure to get help fast to those crushed under collapsed concrete.
Some of the roughly 200,000 people left homeless were camped out on sidewalks and squares for years afterward, waiting for new homes.
Yet city officials say Mexico has learned its lesson.
"It would be better than in '85. It would be different now because we have emergency rescue teams and people dedicated to assessing and dealing with risks," said Carlos Gutierrez, head of geological risk at national disaster center Cenapred, created after the earthquake.
"We have much better communications. There shouldn't be a delay in the response by the government or the armed forces. It's very clear for everyone what role they should take."
Some 12,000 people are believed to have died in the 1985 earthquake, though some reports say twice as many perished. Around 40,000 were injured.
The appallingly slow response, as the government bickered over how to handle the rescue, spawned a host of protests and citizens' groups that historians say helped put Mexico on the path to ending 71-years of authoritarian one-party rule.
It also forced the authorities to address the precarious position of Mexico City -- a sprawling, congested capital of 18 million people built on what was once Lake Tenochtitlan, the base of the Aztecs' canal-lined capital.
BUILDINGS REINFORCED
The ground is so unsound that the city center is regularly rattled by tiny tremors that elsewhere would pass unnoticed. A Pacific coast earthquake of 6 or more on the Richter scale is often felt in the capital, a five-hour drive away.
After 1985, thousands of buildings were rebuilt to withstand earthquakes. In some cases citizens' groups supervised the work to check new rules were complied with.
The 55-storey, Torre Mayor, Latin America's tallest building which has shock absorbers to make it earthquake-proof, was opened to much fanfare in 2003.
"I believe buildings are a lot stronger now. We ourselves stopped some projects for not obeying the rules," said Meza, who now works for a victims' association in a city district still scarred by huge pavement cracks and derelict homes.
Seismologists say it could be centuries before another big quake hits the capital, where fault lines run much deeper underground than those off the quake-prone Pacific coast.
"The probability of an earthquake occurring is inversely proportional to its size, so given we had a big one 20 years ago, the chances of another one on that scale is low," said geophysicist Luis Quintanar at Mexico's Seismological Service.
"But the probability is not zero, and as forecasting is a gray area, we can't say with precision when it could happen," said Quintanar, who was a PhD student in seismology when 20 years ago his house shook violently for almost two minutes.
President Vicente Fox will host a memorial service on Monday for the victims. Some say more could be done to ready Mexicans for another big earthquake, especially since Hurricane Katrina and the Asian tsunami have made many jumpy.
Schools routinely hold earthquake drills, as do companies with offices in tall towers. Tremor detectors off the Pacific coast are designed to give Mexico City a minute's warning of an approaching quake by automatically blaring out radio alerts.
But drilling people to keep a cool head can save lives.
"What's happened in New Orleans should make us all think," said Meza. "The government should spend less on election campaigns and more on making sure the public is prepared."
